What happened

The Union Cabinet chaired by Prime Minister Narendra Modi approved the BHAVYA-Rasayan scheme for setting up three dedicated Chemical Parks in India.

BHAVYA-Rasayan was announced in the Union Budget for FY 2026–27 and is scheduled to run for five years from FY 2026–27 to FY 2030–31.

Background and earlier position

Industrial clusters and parks are typically developed with a mix of state-led land and regulatory support, and central assistance targeted at infrastructure gaps—especially utilities and environmental common facilities. In the chemical sector, shared infrastructure such as effluent treatment and hazardous waste management is critical for compliance and for reducing logistics and production costs.
