What happened
Union Home Minister and Minister of Cooperation, Shri Amit Shah, stated in a written reply in the Rajya Sabha that a Ranking Framework has been introduced for primary cooperative societies using the National Cooperative Database (NCD). The framework is meant to generate rankings sector-wise and across administrative levels—State, district, and block—through the NCD portal. The ranking framework was launched on 24.01.2025.
The Government stated that the ranking framework enables the Registrar of Cooperative Societies (RCS) of each State / Union Territory (UT) to generate rankings of primary cooperative societies across 12 sectors using the NCD portal.
Background and earlier position
Cooperative governance in States and UTs relies on the Registrar of Cooperative Societies (RCS) for oversight and evaluation of cooperative functioning. In practice, regulators often need consistent, comparable inputs across societies to judge performance, enforce compliance, and identify best practices. The announcement ties these needs to NCD-based scoring and rankings generated by State/UT RCS offices.
