What happened

Background and earlier position

Entrance-exam protest situations typically require the state to distinguish between protest participation and legally punishable wrongdoing. Rule-of-law governance expects punitive steps to be linked to legally actionable offences and due process, rather than to the fact that an individual joined a protest.

What changed now

Authorities’ described position adds a condition for punitive action. Authorities are described as limiting punitive enforcement against NEET protestors to those who have criminal cases, while NEET protestors without criminal cases are described as not being targeted for punitive action.
