The Union government informed the Supreme Court that it has submitted an umbrella proposal to modernise police forces nationwide for consideration and in-principle approval by the Department of Expenditure under the Ministry of Finance. The Supreme Court is simultaneously reviewing whether police stations meet the CCTV installation requirement mandated in the Court’s 2021 judgment in Paramvir Singh Saini vs Baljit Singh.

In a suo motu Supreme Court proceeding, the Union government submitted that the proposal seeking in-principle approval for an umbrella scheme to modernise police forces nationwide was forwarded on July 8, 2026 to the Department of Expenditure under the Ministry of Finance and is under consideration.
The Supreme Court directed the Union government to file details through an affidavit within two weeks. The Supreme Court scheduled the next hearing for September 1.
The Supreme Court questioned whether the umbrella police modernisation scheme would cover only infrastructure or also manpower augmentation. The Union government’s response stated that the umbrella scheme is intended to cover modernisation of police forces comprehensively.
