The High Court expressed prima facie concerns that the endorsement requirement may not be justified because eligibility can be checked through other documentation. The High Court also noted that the scheme text does not mention any endorsement letter requirement and asked the Delhi government to seek instructions for further hearing.
Why the endorsement requirement became legally sensitive
Delhi High Court observed that a mandatory endorsement process can give political representatives discretion over whether a woman applicant proceeds. The court highlighted the risk that such discretion can convert welfare access into political patronage rather than a rule-based entitlement.
