What happened: NMC proposes UID-linked eligibility for pan-India practice
The National Medical Commission (NMC) proposed a system enabling doctors to practise across India using a single registration framework. Under the proposal, once a medical practitioner is registered with a State Medical Council and given a Unique Identification (UID) number in the National Medical Register, the doctor would be eligible to practise anywhere in India without needing fresh registration or a new licence in another State.

The proposal retains the role of State Medical Councils in scrutiny and licensing. State Medical Councils would continue scrutinising applications and granting registration and licences. The draft framework states that the approvals should be reflected in both the State medical register and the National Medical Register.
What changed now: draft amendments to 2023 regulations, consultation, and a unified portal
NMC’s plan is part of draft “Registration of Medical Practitioners and Licence to Practise Medicine (Amendment) Regulations, 2026”. NMC notified the draft on August 11, 2026 and invited objections and suggestions for 30 days after notification. The draft amends the 2023 regulations and channels the process through a unified registration portal connected to NMC’s Ethics and Medical Registration Board.
