Maharashtra has started implementing the Punyashlok Ahilyadevi Holkar Shetkari Karjmukti Yojana, a farm loan waiver programme meant for eligible farmers. The state government has released a list of 500 beneficiaries from six districts, and the amount will be credited directly to their loan accounts after Aadhaar authentication.

The scheme was approved by the Maharashtra Cabinet on June 2 and later revised through another government resolution on July 15. The government has said that eligible farmers will receive SMS alerts for Aadhaar authentication, and that the process for beneficiaries whose loans are with district central cooperative banks is intended to be completed by July 31.

Background and earlier position

Farm loan waivers are a recurring policy tool in Indian agriculture when farm distress, repayment pressure, and political demands for relief converge. In Maharashtra, the current programme is notable because it uses district central cooperative banks as the first implementation channel and relies on Aadhaar-linked verification before direct credit into loan accounts.

Why this matters for UPSC

The scheme is relevant for GS2 because it tests how a state designs and targets welfare relief, and for GS3 because it connects agricultural credit, cooperative banking, and the sustainability of loan-waiver policy. The programme also opens a Mains discussion on whether short-term debt relief should be paired with stronger credit discipline, income support, and institutional reform.
