What happened: two Delhi Bills expected in the Monsoon Session (Aug 7–11)

What existed earlier: a Delhi law on time-bound delivery of services (2011)

The Delhi (Right of Citizen to Time Bound and Ease of Delivery of Service) Bill, 2026 is expected to replace the earlier Delhi law titled Delhi (Right of Citizen to Time Bound Delivery of Services) Act, 2011. The 2011 Act is the existing baseline for time-bound service delivery in Delhi, and the 2026 bill is designed as an update and replacement of that framework.

What is changing now: Cabinet clearance plan and a penalty for unjustified delay

Officials indicated a plan for Cabinet processing of the ease-of-doing-business bill. The Delhi Ease of Doing Business Bill, 2026 is expected to get Cabinet clearance within a week so that it can be tabled in the Delhi Assembly during the Monsoon Session. For the service-delivery bill, the proposed accountability mechanism is a monetary penalty structure for delay. The Delhi (Right of Citizen to Time Bound and Ease of Delivery of Service) Bill, 2026 proposes: A penalty of ₹250 per day.A cap on total penalty of ₹5,000.Penalty for officials who delay services without valid justification.
