Ladakh’s administration has announced 17 new tehsils and said the Ladakh Autonomous Hill Development Council (LAHDC) Act will be extended across all seven districts. The move is aimed at strengthening grassroots governance in the Union Territory and bringing services closer to remote villages.
The issue is important for UPSC because it combines Union Territory administration, decentralisation, and the protection of local identity in a strategically sensitive region. It also raises questions about how legal and institutional safeguards are adapted when a territory expands its district and sub-district structure.
What changed now
Chief Secretary Ashish Kundra said the administration is preparing an institutional framework suited to Ladakh’s specific needs. He also said legal provisions are being examined to extend LAHDC benefits to the newly created districts.
The administration said posting orders have been issued for tehsildars in the new tehsils. It also said additional divisions were created under the Public Health Engineering & Flood Control Department and under PWD and PMGSY to improve service delivery.
