Key takeaways
  • The Department of Empowerment of Persons with Disabilities implements several central disability welfare schemes, including aid support, awareness generation, education support, skill development, and disability certification.
  • The Rights of Persons with Disabilities Act, 2016 is the statutory basis for India’s rights-based disability framework and for SIPDA-linked implementation support.

What happened

The Department of Empowerment of Persons with Disabilities (DEPwD), under the Ministry of Social Justice and Empowerment, has reiterated the structure of its disability welfare programmes. The release covers assistive devices, awareness and rights promotion, early intervention for children, scholarships, skill development, and the Unique Disability ID system for persons with disabilities (PwDs).

The note is useful for revision because it brings together the main welfare instruments under one administrative framework and shows how disability policy in India combines rights, rehabilitation, education, skills, and certification.

The UPSC angle · GS2 · GS3 · Essay

UPSC may ask about the objectives, beneficiary groups, and institutional design of disability welfare schemes such as ADIP, SIPDA, CDEIC, scholarships, the National Action Plan for Skill Development of Divyangjan, and UDID. A mains question can also test how India can move from welfare delivery to rights-based, accessible, and life-cycle disability support.
