Regulation and liberalisation of tree felling and timber transit for agroforestry; NTPS digitization
MoEFCC launched and promotes regulation liberalisation for agroforestry timber transit and digitised transit permits through the National Transit Pass System (NTPS).

- Timber grown in agroforestry needs permits for felling and transit under forest and tree laws, not only farm practice rules.
- Exempted tree species lists and required documents change across States due to each State’s tree and forest laws and court directions.
- MoEFCC issues guidelines to States and Union Territories to liberalise transit and felling rules for promoting agroforestry.
- NTPS is a pan-India online platform meant to issue transit permits across State and Union Territory borders through one digital system.
What happened: MoEFCC liberalised rules for agroforestry timber transit and digitised permits through NTPS
MoEFCC has emphasized that tree felling and issuance of transit permits for timber grown under agroforestry are governed through legal regulation by State Governments, with State-specific procedures for permits and documentation. To support agroforestry expansion, MoEFCC has issued guidelines and advisories to States and Union Territories for liberalising transit and felling regulations. MoEFCC also promoted digitisation of forest-produce movement by launching the National Transit Pass System (NTPS) in December 2023, a pan-India online platform for transit permits for timber, bamboo, and other forest produce.
National Transit Pass System (NTPS): online, cross-border digitisation
UPSC can frame the issue around how regulated forest-produce movement is being streamlined through digitisation (NTPS) and through guidance-led liberalisation for agroforestry timber felling and transit. The focus can be on governance design: inter-State movement, State-law variation, documentation and traceability, and how e-governance reduces delays without removing statutory control.
