What happened: GCT policy outcomes and expansion pipeline

The Ministry of Railways announced outcomes under the Gati Shakti Multi-Modal Cargo Terminal (GCT) policy, a policy intended to encourage private investment for setting up cargo terminals. The Ministry stated that GCT locations are chosen based on industry demand, cargo traffic potential, availability of railway infrastructure, and the overall logistics potential of the area.

The Ministry of Railways reported that 142 Gati Shakti Cargo Terminals (GCTs) have been commissioned, including 1 GCT in Samba district of Jammu & Kashmir.

The Ministry of Railways also reported capacity and investment outcomes. The Ministry of Railways stated that the 142 commissioned GCTs have an estimated freight handling capacity of 224 million tonnes per annum (MTPA). The Ministry of Railways reported private investment mobilisation of approximately ₹10,000 crore through these GCTs. For operations, the Ministry of Railways reported 146 MT freight handled at these GCTs during 2025–26.

In addition to commissioning, the Ministry of Railways reported an expansion pipeline. The Ministry of Railways stated that In-Principle Approvals (IPAs) have been granted for development of GCTs at 310 more locations. The Ministry of Railways specifically named 3 IPA locations in Jammu & Kashmir: Kathua, Anantnag, and Jammu districts.
