The Ministry of Textiles has reviewed two connected reforms: the conversion of Powerloom Service Centres into Integrated Textile and Apparel Development Centres (ITADCs), and the performance of the Amended Technology Upgradation Fund Scheme (ATUFS). The development matters because it combines institutional restructuring, subsidy-led technology adoption, and digital monitoring in a sector that is central to jobs, MSMEs and exports.
What happened
Union Minister for Textiles Shri Giriraj Singh chaired a high-level review meeting on 9 July 2026 to assess progress on key initiatives for the textile ecosystem. The meeting was attended by Secretary, Ministry of Textiles, Smt. Neelam Shami Rao, Textile Commissioner, Smt. Vrunda Manohar Desai, and senior officers.
The Ministry said the erstwhile Powerloom Service Centres are being transformed into Integrated Textile and Apparel Development Centres (ITADCs). These centres are intended to function as one-stop facilitation hubs for textile entrepreneurs, Micro, Small and Medium Enterprises (MSMEs), and other stakeholders across the textile value chain.
What ITADCs are meant to do
The revamped ITADCs are designed to support both production and enterprise development. They are expected to provide skill development, testing, design support, technology adoption, entrepreneurship development, credit facilitation, export promotion and market linkages.
