Union Minister of State Dr. Jitendra Singh used the valedictory session of the 21st Round of the Phase-IV Mid-Career Training Programme (MCTP) for Indian Administrative Service (IAS) officers to argue for a new model of governance training. He linked Mission Karmayogi to continuous learning, citizen-centric administration and technology-enabled reform, and said India’s administrative diversity should become a source of strength.

What happened

The four-week programme ran from 15 June to 10 July 2026 at the Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie. It brought together 51 IAS officers from across the country, each with over 14 years of administrative experience, for advanced capacity building under Mission Karmayogi.

Dr. Jitendra Singh said the training should not be a one-way lecture. He argued that officers with long field experience should contribute to future reform design, and that training institutions must become spaces for mutual learning.

Background and earlier position

Mission Karmayogi was designed to move civil services capacity building away from a purely rule-based mindset towards role-based governance. The platform iGOT Karmayogi supports continuous learning across government and is meant to help officials regularly update knowledge, skills and competencies.
