The Ministry of Home Affairs said the National Disaster Management Plan (NDMP) was first framed and issued in 2016 and revised in 2019 in consultation with stakeholders. The same written reply also described the India Disaster Resource Network (IDRN) as a national electronic inventory that supports emergency response by mapping equipment, skilled human resources, and critical supplies.
The update is relevant for UPSC because it connects a current government reply to the static disaster-management framework in India. The NDMP links legal mandates, international commitments, and institutional coordination, while the IDRN addresses a practical bottleneck in disaster response: knowing what resources are available, where they are located, and how quickly they can be mobilised.
