What happened: VGPP planning becomes mandatory under the VB–GRAM G legal framework

The Ministry of Rural Development stated that the Viksit Gram Panchayat Plan (VGPP) is a mandatory planning requirement under the VB–GRAM G Act, 2025. Under Section 16 of the VB–GRAM G Act, 2025, every Gram Panchayat must prepare a VGPP through a participatory planning process. The Gram Sabha identifies and prioritises permissible works needed for the holistic development of the Gram Panchayat, and the Gram Panchayat prepares the VGPP in line with the Act’s provisions. The approved VGPP is then consolidated at the Intermediate Panchayat and District Panchayat levels for building the aggregate Block and District Plans under the Mission.

What happened next: Yuktdhara supports scientific identification and prioritisation of permissible works

The Ministry also outlined Yuktdhara, a GIS-based planning support tool that helps authorised functionaries in scientific planning. Yuktdhara provides geospatial information and analytical inputs used for identifying, prioritising, and planning permissible works. Access to the Yuktdhara portal is provided to authorised functionaries designated by the respective State Governments/Union Territory Administrations, as per the prescribed operational framework.

Implementation structure: State staffing and wage decisions for field functionaries

The Ministry stated that under Section 21 of the VB–GRAM G Act, 2025, the State Government is responsible for providing necessary staff and technical support for implementation. This includes Rozgar Sahayaks and Computer Operators for effective implementation by the District Programme Coordinator and Programme Officer. The manner in which Rozgar Sahayaks and Computer Operators work is an administrative matter under the domain of the respective States/Union Territories.
