What happened: SOF outcomes-based funding announced by MSDE with NSDC

The Ministry of Skill Development and Entrepreneurship (MSDE), in collaboration with the National Skill Development Corporation (NSDC), announced the Skills Outcomes Fund (SOF) as a public-private blended finance mechanism designed to be outcomes-driven. MSDE stated a proposed corpus of Rs.530 crore, with Rs.225 crore committed by MSDE and Rs.305 crore expected from private funders through Corporate Social Responsibility (CSR) and philanthropic contributions.

MSDE stated that SOF changes the financing model for skills training centres from activity- or input-based funding to outcomes-based funding. SOF links provider payments to achievement of predefined employment milestones, with payments made only after independent verification of those milestones.

MSDE also stated that SOF includes an inclusion lens to target and support priority social groups such as women candidates and youth from low-income households. SOF further prioritises candidate outreach, mobilisation, and training centre allocation to disadvantaged areas for diverse demographic and geographic coverage.

Under the SOF payment mechanism, MSDE stated that there would be no programmatic payments to training providers upon candidate enrolment. Instead, the total agreed training cost per candidate is split across three verified milestones:
