What happened
The University Grants Commission (UGC) decided to continue stakeholder consultations before finalising draft UGC Regulations, 2025 on minimum qualifications for appointment of teachers and other academic staff in universities and colleges. The Ministry of Education stated that UGC’s consultations aim to ensure that diverse views on proposed provisions, including provisions relating to appointment of Vice-Chancellors, are considered while finalising the Regulations.
The Ministry of Education cited the following consultation steps related to the draft UGC Regulations on minimum teacher qualifications:
UGC placed the draft UGC Regulations on Minimum Qualifications for Appointment of Teachers and Other Academic Staff in Universities and Colleges, 2025 on the UGC website on 6 January 2025.UGC sought feedback from Principal Secretaries and Higher Education Departments of all States.UGC sought feedback from Higher Education Councils of all States and from offices of Chancellors of all State Universities.UGC sought feedback from IITs, IIMs, IISERs, and IISc, along with other regulatory bodies.

The Ministry of Education linked UGC’s power to frame teacher-qualification norms to constitutional allocation of standard-setting authority and to specific provisions of the University Grants Commission (UGC) Act, 1956.
