What happened: scaled-up transshipment cargo reform flagged off at IGI Airport
Union Civil Aviation Minister Ram Mohan Naidu flagged off the scaled-up phase of India’s transshipment (TP) cargo reform at Delhi International Airport Limited’s (DIAL) Transshipment Excellence Centre (TEC), IGI Airport, Terminal 2. The stated aim was to improve “Ease of Doing Business” in aviation by removing a bottleneck reported by industry: mandatory re-screening of transshipment cargo.
The government message links the removal of mandatory re-screening to three operational effects: shorter turnaround time, lower handling costs, and reduced congestion at cargo terminals. The reform also builds on a Proof of Concept (PoC) exercise on the Chennai–Delhi–Frankfurt route that is reported to have reduced average end-to-end transit time from 60 hours to 20 hours.
Proof of Concept (PoC): domestic-to-international route testing and reported outcomes
Domestic-to-international transshipment PoC began on 20 June 2026 on the Chennai–Delhi–Frankfurt sector using DIAL’s TEC. Air India operated the service end-to-end. The PoC outcomes reported in the official communication were:
