What happened
Kerala Higher Education Minister Roji M. John has urged Members of Parliament from Kerala in both Houses to oppose the Viksit Bharat Shiksha Adhishthan (VBSA) Bill, 2025. The minister says the proposed law would centralise higher-education regulation, weaken the constitutional role of States, and affect institutional autonomy.
Background and earlier position
The higher-education regulatory space in India has been managed through separate bodies for different segments, including the University Grants Commission (UGC), the All India Council for Technical Education (AICTE), and the National Council for Teacher Education (NCTE). The Kerala minister’s objection is that the VBSA Bill, 2025 would replace this structure with a proposed apex body and reduce State participation.
