What happened

On 6 August 2026, the Directorate General of Maritime Administration (DGMA) issued a new advisory warning Indian ports that cyberthreats can be a potential risk to maritime security and the continuity of port operations as ports increasingly adopt digital technologies and automation. DGMA warned that dependence on interconnected information technology (IT) and operational technology (OT) systems creates vulnerabilities that can affect the safety, security, and functioning of port facilities.

Background and earlier position

DGMA anchored its advisory in the International Ship and Port Facility Security Code (ISPS Code). The ISPS Code framework connects maritime security to structured planning at ports through risk assessment and security plans. In ordinary terms, ports are expected to identify threats and vulnerabilities, document security measures, and maintain preparedness for security incidents—now extended to cover cyber risks introduced by digital and networked port systems.

What changed now

DGMA’s advisory focuses specifically on cyber risks arising from modern port systems and sets out operational steps for ports. It highlighted vulnerability areas that include: terminal operating systems, cargo handling infrastructure, vessel traffic management systems, access control mechanisms, surveillance networks, and communication systems. DGMA also listed likely pathways for cyberattacks: unauthorised access, malware, ransomware, insecure remote access arrangements, third-party access, and compromise of interconnected systems. DGMA then pushed ports to translate cyber risks into security planning and drills, not only into technical upgrades.
