What happened: Population Census 2027 Phase 2 questionnaire and schedule

Population Census 2027 Phase 2 questionnaire questions are expected to be notified next week. Phase 2 enumeration is planned to begin on 17 August in Ladakh and in snow-bound areas of Jammu and Kashmir, Himachal Pradesh, and Uttarakhand. This sequencing is meant to match field readiness across difficult weather conditions.

The remaining parts of India are scheduled for later in February 2027 under the same multi-phase planning for Population Census 2027.

Population Census 2027 planning also points to questionnaire content for the final census instrument. Caste is expected to be recorded during the Population Enumeration (PE) phase, and the final questionnaire is likely to include 28 questions.

Background and earlier position: scope of caste-related enumeration earlier in the census exercise

Population Census work has historically included a limited caste-related enumeration approach inside the census exercise: only Scheduled Castes (SC) and Scheduled Tribes (ST) had been enumerated for caste categories within the census exercise, rather than broader caste recording.
