In High Court criminal procedure, bail petitions are heard by the bench assigned to the matter. When a judge considers that hearing the case may create an appearance of bias or a conflict of interest, judicial recusal allows the judge to withdraw so the case can be heard by an appropriate bench.
What changed now
The judge assigned to the bail hearing changed because the Allahabad High Court judge recused himself. The bail petition continued in the High Court, but the hearing was to be handled by another judge instead of the recused judge.
