What happened
Puducherry’s upcoming first budget under the renewed NDA government is being framed under conditions of incomplete governance. Chief Minister N. Rangasamy took oath in May, but the Union Territory still does not have portfolio allocation for ministers, and the Legislative Assembly does not have a permanent Speaker.
The budget is not just an accounting exercise. It is a statement of development priorities, welfare choices, infrastructure spending, and administrative direction. When ministerial responsibility is unclear, and when legislative leadership is incomplete, budget scrutiny becomes weaker and public accountability becomes blurred.

A functioning Assembly also requires a Speaker to preside over proceedings, interpret rules, and protect legislative procedure. A Pro-tem Speaker can manage only interim legislative business, not a full institutional settlement of responsibility.
