What happened
Former Madras High Court judge D. Hariparanthaman argued at a book launch that women’s reservation should be implemented immediately and should not wait for delimitation or the Census. He also said the freeze on Lok Sabha delimitation should continue, because a population-based increase in seats could weaken meaningful parliamentary debate and reduce the representation of southern States.
Former Indian Administrative Service officer K. Ashok Vardhan Shetty said the present delimitation process is shielded from scrutiny and suggested that deliberative and proportional models used in Japan, Germany, Canada, and Brazil could inform reform.
