The opening day of the Monsoon Session was marked by repeated disruptions in both Houses of Parliament. Opposition MPs protested over alleged irregularities in electoral rolls, the alleged election-related “EIT/BIT” issue, the demand for a discussion on the Bihar voter-roll controversy, the Ram Temple donation matter, and the NEET issue.
The Lok Sabha was repeatedly interrupted as Opposition MPs moved into the Well of the House. The Speaker and the Chair tried to restore order, but proceedings were adjourned several times and the scheduled business could not move forward.
The government had listed major legislative business and policy discussions for the session. Repeated sloganeering and procedural conflict, however, dominated the day and prevented meaningful debate.
UPSC may frame the issue around the constitutional and procedural role of Parliament, the Speaker, adjournment and disorder in legislative proceedings, and the balance between protest and the transaction of public business. The issue can also be linked to democratic accountability, the right to debate, and the quality of parliamentary scrutiny.
