The Ministry of Cooperation has moved to operationalise the National Cooperation Policy, 2025 through formal monitoring structures. The policy matters for UPSC because it links a sector-specific reform agenda with Centre-State coordination, a Whole-of-Government approach, and cooperative federalism.
What happened now
The Ministry of Cooperation said that two monitoring bodies have been constituted for the National Cooperation Policy, 2025. These are a National Steering Committee on Cooperation Policy and a national-level Policy Implementation and Monitoring Committee.
According to the Ministry, the National Steering Committee is chaired by the Union Minister of Cooperation and will provide overall guidance, inter-ministerial coordination, and periodic policy review. The Policy Implementation and Monitoring Committee is chaired by the Union Cooperation Secretary and will handle central-state coordination, troubleshooting implementation bottlenecks, and periodic monitoring and evaluation.
The Policy Implementation and Monitoring Committee held its first meeting on 09.06.2026. In that meeting, the Ministry informed the committee that the National Cooperation Policy, 2025 is being implemented through a Whole-of-Government approach in the spirit of cooperative federalism.
