Review of National Cooperation Policy (NCP), 2025: Committees and National Cooperative Database launched

What happened
The Ministry of Cooperation has placed the National Cooperation Policy, 2025 on a more formal implementation footing by creating a Policy Implementation and Monitoring Committee and by expanding the use of a National Cooperative Database. The Ministry of Cooperation has presented both measures as tools for coordination, monitoring, and planning in the cooperative sector.
The Ministry of Cooperation said the policy is being implemented through a Whole-of-Government approach and in the spirit of cooperative federalism.
UPSC may ask about the design of the cooperative sector’s policy architecture, the role of cooperative federalism in implementation, and the usefulness of a national database for planning, regulation, and expansion of cooperatives. A mains question can also test whether data platforms and monitoring committees improve grassroots institution-building or merely add administrative layers.
