Mandatory CLAP use under PMFBY for localized crop loss assessment

What happened
The Ministry of Agriculture and Farmers Welfare announced that the Crop Loss Assessment App (CLAP), a digital mobile application, has been developed to streamline and improve the efficiency of crop loss assessments. The government also stated that the use of CLAP has been made mandatory for all States and Union Territories for crop loss assessment under the Pradhan Mantri Fasal Bima Yojana (PMFBY).
Background and earlier position
PMFBY’s localized loss assessment is being anchored to a digital tool (CLAP) to standardise and speed up farm-level verification. UPSC can connect this to governance reforms, data-led administration, and efficiency versus implementation challenges in last-mile delivery.
