What happened (PMAY-U 2.0 ARH vertical, EoI, and Jammu & Kashmir encouragement)

The Ministry of Housing and Urban Affairs (MoHUA) launched an Affordable Rental Housing (ARH) vertical under Pradhan Mantri Awas Yojana–Urban (PMAY-U) 2.0 based on earlier implementation of Affordable Rental Housing Complexes (ARHCs) as a PMAY-U sub-scheme. MoHUA also issued an Expression of Interest (EoI) to invite project proposals for construction of new ARH units from interested public and private entities, and encouraged the Union Territory of Jammu & Kashmir to submit ARH proposals for rental housing for migrant urban labourers.

Background and earlier position (ARHCs under PMAY-U and Jammu & Kashmir conversion)

MoHUA implemented ARHCs as a sub-scheme of PMAY-U to address housing needs faced by migrant workers, urban poor, and informal sector labourers belonging to Economically Weaker Section (EWS) and Low Income Group (LIG) categories across the country. ARHCs were launched in July 2020 and were implemented through two models.

MoHUA reports that Jammu & Kashmir implemented ARHCs by converting a total of 336 units of houses into ARHCs.
