What happened: CAQM Direction No. 102 on phased LGV registration restrictions
The Commission for Air Quality Management in NCR and Adjoining Areas (CAQM) approved and issued Direction No. 102 at its 29th Full Commission meeting held on 18.08.2026 under the chairmanship of Shri Rajesh Verma. Direction No. 102 mandates phased restrictions on new registration of cleaner Light Goods Vehicles (LGVs) in Delhi-NCR.
CAQM tied the direction to particulate pollution concerns in Delhi-NCR. CAQM stated that the vehicular sector significantly contributes to PM2.5 emissions and that LGVs have disproportionately high particulate emissions compared to their fleet share.
CAQM also provided a quantitative justification for LGV targeting from the active fleet:
- LGVs are about 1.2% of active vehicle stock.
- LGVs contribute approximately 3.3% of PM emissions from the total active fleet.
