What happened: PMFBY insured-farmer enrolment trends in Kharif 2025-26

PIB reports a moderate national dip in insured farmer applications during 2025-26, with the dip concentrated in Maharashtra and Andhra Pradesh. PIB attributes enrolment changes in these two states to changes in PMFBY implementation methodology, not to a broad decline in farmer trust in agricultural risk coverage.

State-wise insured-farmer enrolment directions reported by PIB for Kharif seasons are as follows:

Andhra Pradesh (AP): enrolment dropped 77% from 31.92 lakh in Kharif 2024 to 7.43 lakh in Kharif 2025. PIB reports that, till 28 Aug 2026, enrolment in Kharif 2026 is 16.22 lakh, which is claimed as a 108% increase over Kharif 2025.Maharashtra: enrolment dropped 40% from 76.59 lakh in Kharif 2024 to 45.99 lakh in Kharif 2025. PIB reports that, till 28 Aug 2026, enrolment in Kharif 2026 is 42.55 lakh, which is claimed to reach 92% of Kharif 2025.

For other major states, PIB reports robust Kharif 2025 enrolment growth compared with Kharif 2024, including:

Uttar Pradesh: 35% increase from 15.48 lakh to 20.84 lakh.Haryana: 20% increase, with enrolment change from 4.49 lakh to 3.75 lakh, and a cited 82% growth between 2023 and 2024.Rajasthan: 19% increase from 30.59 lakh to 36.45 lakh.Madhya Pradesh: 12% increase to 26.80 lakh.Chhattisgarh: 9% increase to 15.75 lakh.Odisha: 5% increase to 24.92 lakh.
