MNRE extends relief window for select solar PV net-metering and open access projects under ALMM List-II exemption till December 2026
MNRE extends a limited ALMM List-II exemption for certain solar PV net-metering and open access projects until 31 December 2026

- The Ministry extended a limited exemption for specified solar PV net-metering and open access projects while retaining the ALMM List-II framework for solar PV cells.
- The Ministry linked the extension to domestic manufacturing investment, inventory protection, and a smoother shift toward ALMM-listed solar cell sourcing.
The Ministry of New and Renewable Energy has extended a limited exemption window for some solar photovoltaic net-metering and open access renewable power projects from Approved List of Models & Manufacturers (ALMM) List-II compliance on solar PV cells. The exemption for these project categories will now continue until 31 December 2026. The Ministry has also stated that there will be no blanket extension of ALMM List-II for solar power projects.
The Ministry of New and Renewable Energy’s ALMM List-II policy for solar PV cells illustrates how India can expand solar capacity while protecting domestic manufacturing under the Approved List of Models & Manufacturers framework. The key analytical tension is between lower-cost deployment, supply-chain reliability, and atmanirbharta in solar photovoltaic cells and modules.
