What happened
The Directorate General of Training under the Ministry of Skill Development and Entrepreneurship has said that it supports upgradation of Industrial Training Institutes through the Skill Strengthening for Industrial Value Enhancement (STRIVE) Scheme and the Upgradation of Existing Government ITIs into Model ITIs scheme. The same reply also states that new-age vocational courses have been introduced under the Craftsmen Training Scheme (CTS) to keep Industrial Training Institute training closer to industry requirements.
Background and earlier position
Industrial Training Institutes are the main delivery institutions for Craftsmen Training Scheme training, but they remain under the administrative and financial control of State Governments. The central role of the Directorate General of Training is therefore supportive: it funds and guides selected upgrades, curriculum changes, and scheme-based interventions when States and Union Territories identify needs.
The reply also notes that a tracer study was conducted in 2024 to assess employment outcomes of Industrial Training Institute pass-outs under STRIVE, and one part of that study examined infrastructure modernisation. The study reported satisfaction with institute infrastructure among a large majority of respondents, which indicates that physical facilities remain an important variable in training quality and trainee outcomes.
