In a written reply in the Rajya Sabha, Minister of State for Home Affairs Nityanand Rai said the policy follows a multi-pronged strategy. The strategy includes security-related measures, development interventions, and protection of the rights and entitlements of local communities.

The reply also says that funds are provided under the Special Central Assistance Scheme to fill critical gaps in public infrastructure in the erstwhile most Left-Wing Extremism-affected districts.
