What the Government of India has said
In a written reply in the Rajya Sabha, Minister of State for Home Affairs Nityanand Rai said the policy follows a multi-pronged strategy. The strategy includes security-related measures, development interventions, and protection of the rights and entitlements of local communities.
UPSC may ask about the National Policy and Action Plan to address Left-Wing Extremism, the role of security-development convergence, or the design of schemes such as Special Central Assistance for LWE districts. A mains question can examine why infrastructure, education, telecom connectivity, and financial inclusion are central to counter-insurgency and state-building in remote areas.
