The Ministry of Home Affairs has expanded India’s cybercrime response system through the Indian Cyber Crime Coordination Centre (I4C), the National Cyber Crime Reporting Portal (NCRP), the Citizen Financial Cyber Fraud Reporting and Management System (CFCFRMS), and allied coordination tools. The policy value lies in faster reporting, quicker action on financial fraud, and stronger cooperation among police, banks, telecom service providers, and online intermediaries.

What existed earlier

The Ministry of Home Affairs said the I4C was created as an attached office to handle cyber crimes in a coordinated and comprehensive manner. The NCRP was launched to allow public reporting of cybercrime incidents, with special focus on crimes against women and children. The CFCFRMS was launched in 2021 to help victims report financial fraud quickly and to prevent further siphoning of funds.

The release also cites a toll-free helpline, 1930, for assistance in lodging online cyber complaints. For UPSC preparation, the important point is that India’s cybercrime response has moved from isolated complaints to a more integrated reporting-and-freezing architecture.

What changed now

The Ministry of Home Affairs has issued a comprehensive Standard Operating Procedure (SOP) for NCRP-CFCFRMS. The SOP standardises complaint processing, bank coordination, grievance redressal, removal of lien markings, and restoration of defrauded funds to rightful claimants.
