What happened (MHA’s reported progress and current posture)
The Ministry of Home Affairs (MHA), through a Rajya Sabha written reply by Minister of State in MHA Shri Nityanand Rai, presented a security-and-development progress update for Left Wing Extremism (LWE) affected areas. MHA stated that coordinated Centre-State implementation under a Whole of Government approach has led to eradication of LWE and that no district in Chhattisgarh (or any other state) is currently LWE-affected.
MHA also stated that continued support remains necessary for “Legacy-Thrust” districts—MHA reported 38 Legacy-Thrust districts, including 13 districts in Chhattisgarh—to consolidate gains and reduce the risk of relapse.
Background and earlier position (constitutional premise and the 2015 approach)
MHA’s reply notes a constitutional and administrative premise: under the Seventh Schedule, Police and Public Order are State subjects. Because of this, MHA described the Government of India’s approach as supplementing State efforts rather than replacing them.
MHA cited approval of a National Policy and Action Plan to address LWE in 2015, described as a Whole of Government approach. MHA stated that the plan combined three tracks: security measures, development interventions, and steps to ensure the rights and entitlements of local communities.
