What happened
Under Swachh Bharat Mission–Urban 2.0, the Ministry of Housing & Urban Affairs has described scientific remediation of legacy waste as a structured and time-bound effort aimed at the Lakshya Zero Dumpsite. Nagpur’s Bhandewadi site has been presented as a leading example of converting a legacy dumpsite into an integrated municipal solid waste processing ecosystem.
Nagpur Municipal Corporation (NMC) had earlier relied heavily on dumping-yard disposal for municipal solid waste. The Bhandewadi site gradually became a major legacy waste site and created environmental as well as operational challenges for the city administration.
UPSC can frame Nagpur’s Bhandewadi project as a case study in municipal solid waste governance, scientific landfill remediation, and circular economy-based urban planning. The issue links scheme implementation, environmental compliance, land recovery, and the capacity of Urban Local Bodies to shift from open dumping to integrated processing.
