Centre continues centrally sponsored scheme support for district & subordinate courts infrastructure in Andhra Pradesh
PIB says the Centrally Sponsored Scheme for Judiciary infrastructure support continues in Andhra Pradesh with a <strong>Rs 8.79 crore</strong> “Mother Sanction” for <strong>2026-27</strong>, and temporary scheme extension to <strong>30.09.2026</strong>.
- State Governments and Union Territories are primarily responsible for building District and Subordinate Court infrastructure, and the Central Government adds support through the Centrally Sponsored Scheme.
- High Courts work with State Governments/UTs to identify district-court infrastructure projects under the Centrally Sponsored Scheme.
- “Mother Sanction” sets a tentative limit, and State Governments/UTs can spend on the identified projects within that limit while following scheme guidelines.
- Nyaya Vikas Portal is used to monitor progress of court infrastructure projects under the scheme.

The Ministry of Law and Justice stated that infrastructure development for District and Subordinate Courts is primarily the responsibility of State Governments or Union Territories (UTs). To augment State/UT resources, the Central Government continues a Centrally Sponsored Scheme (CSS) for Development of Infrastructure Facilities for Judiciary in the District and Subordinate Courts since 1993-94 and applies it in Andhra Pradesh.
Under the CSS, the Ministry described the scheme structure and the Andhra Pradesh-specific status during Financial Year 2026-27:
UPSC can use the IPC-style scheme pathway (State/High Court project identification → tentative allocation → “Mother Sanction” → monitoring) to link judicial infrastructure funding with access to justice and rule-of-law delivery capacity in States. The Andhra Pradesh data points (spending trend, vacancies, and ongoing projects) can support answer framing on how infrastructure constraints interact with judicial capacity.
