What happened: UGC notice on EdTech franchise advertising and fake universities
The University Grants Commission (UGC) warned that some EdTech companies are advertising degree and diploma programmes in ODL (Open and Distance Learning) and online modes through newspapers, social media, and television. UGC said these advertisements are done in association with universities/institutions that are recognized or entitled by UGC. UGC stated that franchisee arrangements in such a manner are not permissible and that programmes/degrees offered through such arrangements do not have UGC recognition.
UGC also stated that it will initiate action against defaulting EdTech companies and Higher Educational Institutions (HEIs) under applicable laws, rules, and regulations.

UGC advised students and stakeholders to check programme recognition/entitlement status on the UGC (DEB) website before enrolling. UGC explained its process after complaints are received about an unauthorized institution offering degree programmes: UGC issues a notice to the institution asking for an explanation. If the explanation is unsatisfactory, UGC includes the institution’s name in its list of fake universities.
UGC reported a latest published list in February 2026 in which 32 institutions have been identified as fake universities. UGC stated that the list is available on the UGC website at the university details page.
