The Ministry of Education states that state-wise details of funds allocated for elementary education under Samagra Shiksha are provided in an annexure for 2023-24, 2024-25, 2025-26, and 2026-27. The Ministry also explains that financial assistance under Samagra Shiksha is released to States and Union Territories subject to specified conditions tied to financial compliance, state contribution, and expenditure performance.
Background and earlier position: how Annual Work Plan and Budget (AWP&B) becomes eligible for release
States and Union Territories prepare annual plans for implementing Samagra Shiksha interventions. These annual plans are reflected in the Annual Work Plan and Budget (AWP&B). The Ministry explains that the Project Approval Board (PAB) appraises and approves/estimates these AWP&B proposals in consultation with States and Union Territories, following the scheme’s programmatic and financial norms.
The Ministry states that fund release takes unspent balances from the previous year into account. The Ministry also states that some States do not receive all instalments due to slow pace of expenditure.
