What happened: DDWS ran a multi-stakeholder module consultation for JJM 2.0 capacity building

The Department of Drinking Water and Sanitation (DDWS), Ministry of Jal Shakti, organised a National Workshop titled “Multi-Stakeholder Consultation on Capacity Building under Jal Jeevan Mission (JJM) 2.0 for GPs, VWSCs and Sujalam Shakti Groups”. The workshop aimed to help refine capacity-building modules for field-level functionaries. DDWS invited representatives from States/Union Territories, rural WASH partners, training institutions, and other stakeholders to review and deliberate on training modules for Gram Panchayat representatives and other local actors.

What the workshop reviewed and decided

Participants reviewed the capacity-building modules to improve three practical aspects: content quality, pedagogy (how training is taught), and field applicability (whether training works in real village conditions). A major part of the consultation was a group-based exercise in which stakeholders assessed the relevance, practicality, and scalability of the modules, and suggested improvements for effectiveness. Stakeholders also identified emerging capacity-building needs and prepared recommendations to strengthen training frameworks under JJM 2.0.

Background and earlier position: capacity building as a condition for sustainable service delivery

DDWS leadership framed the workshop around the idea that sustainable rural drinking water service delivery requires more than infrastructure creation. DDWS stressed that Gram Panchayats and local stakeholders need knowledge, skills, and institutional support to manage village water supply systems effectively. This framing connects service sustainability to clearly defined roles, community participation through Jan Bhagidari, and a technical support ecosystem for safe and reliable drinking water.
