What happened (PARIVARTAN approval, funding, launch, and early uptake)

The Union Cabinet approved the PARIVARTAN (Programme for Accelerated Renewal and Incentivization of Vehicle Assets for Reducing Transport Air Pollution and Network Emissions) Scheme on 3 June 2026 to speed up the renewal of diesel and CNG vehicle assets in Delhi-NCR. The Scheme aims to replace over 2 lakh trucks and buses that conform to Bharat Stage (BS)-IV or prior emission norms with BS-VI or stricter norm compliant vehicles or electric vehicles.

The PARIVARTAN Scheme is funded through the National Capital Region Planning Board (NCRPB) under the Ministry of Housing and Urban Affairs (MoHUA) and is implemented by the Ministry of Road Transport and Highways (MoRTH). The Scheme has a total financial outlay of ₹9,585 crore, including ₹5,041 crore in budgetary support from the Central Government.

The PARIVARTAN Scheme was launched on 14 July 2026. As on 27 August 2026, 1,300+ beneficiaries had registered on the PARIVARTAN Portal. To extend financing support, 42 banks and NBFCs were onboarded to provide interest subvention on vehicle loans. On the industry side, memoranda of understanding (MoUs) were signed with 15 auto OEMs to extend the discount to eligible beneficiaries. The Ministry also states that an awareness campaign is running across Delhi-NCR through print, electronic and digital media, and outdoor publicity at fuel stations, transport nagars, toll plazas, and Regional Transport Offices (RTOs).

A named first beneficiary event was reported: Sh. Mahendra Singh became the first vehicle owner to purchase a new vehicle under the PARIVARTAN Scheme in Alwar, Rajasthan on 19 August 2026.
