What happened (31st Southern Zonal Council, Mamallapuram)
Tamil Nadu Chief Minister C. Joseph Vijay argued that southern states seek fair and equitable treatment that respects fiscal autonomy (States’ ability to manage their finances), rewards performance alongside equity, and supports continued investment in infrastructure, innovation, and human capital.
Vijay spoke at the 31st Southern Zonal Council meeting in Mamallapuram. Union Home Minister Amit Shah presided over the meeting. Vijay stated that southern states contribute over 30% of India’s GDP and drive national growth.
Vijay urged the upcoming Finance Commission’s fiscal devolution framework to recognise both need and performance. Vijay warned that states investing in development, fiscal discipline, and demographic transition should not be disadvantaged.
Vijay stressed water-sharing principles and implementation responsibilities across inter-state rivers, including protection of legitimate rights and livelihoods of lower riparian states (states downstream in a river basin) and implementation of Supreme Court decisions, tribunal awards, and statutory mechanisms for river management.
Vijay cited timely implementation requirements for Cauvery-related Supreme Court orders and decisions of the Cauvery Water Management Authority.
