Key takeaways
  • Compassionate appointment is government job support for eligible families in hardship, usually tied to department rules and eligibility criteria.
  • Compassionate employment normally follows departmental seniority and waitlists, instead of directly appointing selected families immediately.
  • Public interest litigation (PIL) lets courts examine whether state employment decisions follow the Constitution and law through judicial review.

What happened

The Madurai Bench of the Madras High Court invalidated Tamil Nadu government orders that granted government jobs to family members of victims of the Karur stampede. The High Court allowed public interest litigation challenging the State’s decision and held that the appointment orders were subject to judicial review.

The Karur stampede occurred in September of the previous year during a roadshow by Tamilaga Vettri Kazhagam ahead of the 2026 Assembly election. The roadshow involved Chief Minister C. Joseph Vijay, who is also the party president.

The UPSC angle · GS2 · GS4

UPSC can use this case to link humanitarian-facing public employment decisions to constitutional equality constraints. It is a judicial review example where executive discretion under Article 162 was treated as limited by Articles 14 and 16 in public employment.
