Kerala has reported 2,914 State-syllabus school dropouts in the 2024-25 academic year. The data is important for UPSC because it points to retention problems among vulnerable children, especially children of migrant workers.
What happened
The Kerala government said a little over a third of the dropouts were children of migrant workers. The minister said many of these children were from other Indian states, including Assam, West Bengal, Bihar, Uttar Pradesh, Tamil Nadu and Odisha. The stated reasons include family return migration, movement to other locations for work, low interest in studies, relocation, dysfunctional family backgrounds, illness, accidents, religious education priorities, negative parental attitudes, and poor family finances.
UPSC may use Kerala’s dropout data to test the governance challenge of retaining vulnerable children in school, especially migrant-worker children and children from unstable or low-income households. The issue connects State education systems, migrant welfare, social justice, and the practical limits of universal schooling.
