What happened: Supreme Court submission on NEET-UG CBT
The Union Education Ministry submitted a stand to the Supreme Court on NEET-UG exam mode and structure. The Ministry stated that shifting NEET-UG from pen-and-paper to computer-based testing (CBT) is under active consideration by stakeholders.
In an affidavit dated August 4, 2026, the Ministry placed the matter before the Supreme Court after Dharmendra Pradhan’s resignation. The Ministry’s submission also said the government is reviewing whether the CBT format should be organised as a single-stage or a two-stage examination structure.
The Ministry indicated that the final structural change decision depends on two conditions: (1) recommendations from a newly formed task force chaired by Infosys co-founder Nandan Nilekani, and (2) consultation with and concurrence from the Health Ministry and the National Medical Commission.
What existed before: public examinations and unfair means controls
The Ministry described the Public Examinations (Prevention of Unfair Means) Act, 2026 as a landmark step. In plain terms, the Act is meant to strengthen rules and controls for public examinations so that unfair means do not undermine exam fairness.
