What happened (Hemant Soren’s opposition)
Jharkhand Chief Minister Hemant Soren opposed the Mines and Minerals (Development and Regulation) Amendment Bill, 2026. Soren called the Bill a “black Bill” and warned of “massive agitation” in Jharkhand.
Soren’s opposition focused on Centre–State authority over mineral-related fiscal powers. Soren alleged that the Amendment Bill would restrict States’ powers to levy taxes on mineral rights and mineral-bearing lands.
Soren argued that minerals and land belong to Jharkhand and questioned why the Union government should determine Jharkhand’s rights and entitlements over minerals and land.
