The High Commission of India in Colombo has been in contact with Sri Lankan authorities and the family of an Indian prisoner who died in the Negombo Prison riots. The incident matters for UPSC because it combines consular protection, prison administration, and human-rights questions in India’s neighbourhood.
What happened
The victim was Sarathchandran U., 73. He died during clashes that broke out on July 6 in a prison near Negombo, about 35 km north of Colombo, adjoining Bandaranaike International Airport.
The riots killed 28 people, including eight prison officers, and injured more than 100 inmates. Sri Lankan authorities later moved more than 1,000 prisoners to other facilities across the country.
India’s response
The Indian mission sent a note verbale to Sri Lanka’s Ministry of Foreign Affairs after learning of the death. The mission is also in contact with the family of the deceased. For UPSC, the relevant point is the role of an Indian mission in securing information, coordination, and follow-up when an Indian national dies abroad.
