What happened
The victim was Sarathchandran U., 73. He died during clashes that broke out on July 6 in a prison near Negombo, about 35 km north of Colombo, adjoining Bandaranaike International Airport.
UPSC may use this case to test India’s consular role in a neighbour’s internal crisis, prison governance, human-rights safeguards, and the links between organised crime and custodial violence.
