What happened: a government blueprint for free AI tutoring using digital public infrastructure
A policy proposal argues that the Government of India should enable free AI tutoring for every child through government-led Digital Public Infrastructure (DPI). The proposal aims to improve learning outcomes at scale while keeping private coaching, ed-tech platforms, and individual tutors as content and last-mile delivery providers.
The proposal uses the design idea “public rail, private engines”. Under this model, the government supplies shared digital building blocks such as identity, payments, discovery, and credentialing or data access. Private educators, tutors, and ed-tech platforms provide tutoring content and last-mile delivery on top of open protocols.
The proposal also claims the Government of India should blueprint and enable AI tutoring rather than become the sole teacher, and should avoid nationalising or eliminating the private coaching market.

The proposal describes test preparation in classes 9 to 12 as a period with widespread coaching uptake. It argues that coaching often bundles multiple services together, which can make cost reduction and consistent quality harder.
